There's two guilds, officially. The Guild Alliance are this world's version of the Justice League, but they're government sponsored. Apparently there's this whole big thing where powered people are legally obligated to certain things, which, yeah, ugh. The other is the Society of Villainous Reformation, which is about as legit as you expect, too. Neither are exactly shining examples. And then there are the unaffiliated.
A Confluence is the local parlance for when people start popping over from other worlds. There's no real pattern for who or what, or even when people come from. The local government will put you up for two months with a relatively unlimited but monitored line of credit to try to start a life here, but...well, there's no reliable way to go home yet.
