That may be, but the government here's pretty weird and the Confluence and everything it's brought makes people paranoid, so they are apparently very insistent on keeping tabs on people.

In my opinion you'd be better off not taking their free ride and slipping under the radar but I know not a whole lot of people are used to handling things on their own, and this is basically a new world. Not gonna lie, it's hard to do anything when you're trying to stay off the map.
